On 7th June 2007, South Australia’s Treasurer, Kevin Foley, delivered his sixth budget. Highlights include:

A two stage reduction in payroll tax over the next two years, delivering tax cuts of over $300 million by 2010-2011. From 1 July this year the rate of payroll tax will reduce from 5.5 percent to 5.25 percent. A further reduction to 5.0 percent will come into effect from 1 July 2008.

Over the next four years net health spending will increase by $523 million
$1.7 billion will be invested over the next decade to build a new hospital, to be called the Marjorie Jackson-Nelson Hospital, to replace the Royal Adelaide Hospital
An extra $305 million will be spent on improving other public hospitals
$11.5 million is allocated to improve IT systems in the public health system

$50.5 million funding package for mental health reform over the next four years. This is in addition to the $43 million over four years announced in February
The $50.5 million includes $36.8 million over four years for Non Government Organisations to provide non-clinical community support for people with mental illness
$12.1 million has been allocated towards establishing six community mental health centres across Adelaide in the next four years

$542 million has been allocated for expenditure on transport infrastructure over the next four years
This includes $115 million allocated over four years for upgrading the rail system, including re-sleepering of the Belair and Noarlunga lines
$157 million to relocate the rail yards as part of the new hospital works
$71.3 million for the South Road Upgrade Program
$75.4 million for the South Australian and Commonwealth Governments to jointly fund the Northern Expressway to provide links between Outer Harbor and the eastern states, the Riverland, Barossa Valley and Gawler regions
The Budget provides $30 million in 2010-2011 for the purchase of 36 new buses
Extension of the Glenelg tram line, with the construction of a $28 million overpass on South Road

$31.4 million for redevelopments and upgrades in fourteen schools and preschools, in collaboration with the Australian Government’s Capital Grants Program
An extra $4.7 million to enhance the Trade Schools for the Future initiative, bringing support over the period 2006-07 to 2010-2011 to $29.5 million

Over $114 million allocated for law and order initiatives
$597.3 million provided for South Australian Police operations for 2007-2008
$24.4 million allocated over four years to create additional beds in the State’s prisons

$48.1 million to address water quality issues for 15 communities
$4.152 million over four years to develop 19 new marine parks, in order to protect marine ecosystems
Twenty new generation mini wind-turbines to be installed on governments buildings, with an investment of $331,000 from the Budget
